Simply, a CIN is an organization of providers (hospitals and physicians in this case) who collaborate to improve quality and control healthcare costs and are able to contract together to achieve their goals.

A CIN seeks to accomplish the “Triple Aim”—improve the patient experience, improve the health of the patient population, and decrease the per capita costs of care.

UNC Health Alliance was created to engage physicians in the transformation of care for the patients served by UNCHC as market reform moves from volume-based to value-based reimbursement.

The four main goals of UNC Health Alliance are to:

  • Transform care delivery by creating a physician-led Clinically Integrated Network (CIN) with UNCHC that is accountable for the full continuum of care.
  • Lead the market in high quality, cost efficient care through population health management that includes engaging patients in the ownership of their care.
  • Become the preferred partner for physicians in our communities through a culture of collaboration.
  • Become the preferred partner for employers and payers who are aligned with the goal of transforming care and creating more value for patients.

The UNC Health Alliance will address the needs of payers and employers to stabilize premiums and decrease costs while improving quality and cost efficiency. 

What type of entity is UNC Health Alliance and what is the governance structure?

What type of entity is UNC Health Alliance and what is the governance structure?

UNC Health Alliance is part of UNCHC. It will be governed by a 22-member Board of Managers that will include 19 physician leaders and 3 UNCHC executives.

There are five core committees composed primarily of physicians, which contribute to the core functions of UNC Health Alliance:

  1. Performance Metrics and Quality
  2. Payer Strategy & Contracting

  5. IT & Analytics.

How will UNC Health Alliance change the way I practice medicine?

  • You will be asked to use evidence-based protocols endorsed by your colleagues within UNC Health Alliance to ensure that your patients are receiving all care needed.
  • You will participate in team and interdependent healthcare activities.
  • You will be asked to share data and review your physician reports on the quality and efficiency measures chosen by the Board.

What are the eligibility requirements?

What are the eligibility requirements?

The requirements are an active professional license, active DEA, medical practice insurance, and Board Certification (there may be exceptions and grandfathering upon initial recruitment of physicians)physicians participating in the UNC Health Alliance must also have a desire to clinically integrate his or her practice with UNCHC and other participating physicians. 

Does my office have to use a specific Electronic Health Record (EHR)?

Does my office have to be on an Electronic Health Record (EHR)?

At present, your office is not required to have a specific EHR, but you will need to maintain the functionality to participate in electronic exchanges of information as necessary to support the information aggregation, analysis and reporting needs of the UNC Health Alliance in order to support and promote clinical integration. 

Are there any entry fees or annual dues to join UNC Health Alliance?

Are there any entry fees or annual dues to join UNC Health Alliance?

Joining the UNC Health Alliance involves minimal business risk, with no initial membership fee and no exclusive membership requirement.

Does UNC Health Alliance require hospital admitting privileges?

Does UNC Health Alliance require hospital admitting privileges?

No, members of UNC Health Alliance may be in good standing on the medical staff of a UNCHC affiliate hospital or meet other criteria as determined by the Board.

Can I join other networks?

Can I join other networks?

UNC Health Alliance has no exclusive membership requirement. Other networks may have their own exclusivity requirements.

How will this affect my compensation?

How will this affect my compensation?

UNC Health Alliance will negotiate contracts on your behalf that have quality and cost efficiency incentive goals. If you achieve the goals, you will receive incentive payments. 

When will UNC Health Alliance enter into risk contracts? 

When will UNC Health Alliance enter into risk contracts? 

Initially, UNC Health Alliance will not enter into risk contracts but will start with incentive contracts and evolve to more risk as the supporting infrastructure and expertise matures. 

Will UNC Health Alliance apply to become a Medicare ACO or pursue Medicaid contracts?

Will UNC Health Alliance apply to become a Medicare ACO or pursue Medicaid contracts?

In the future, UNC Health Alliance’s portfolio of payer contracts may include both Medicare and Medicaid arrangements, but these would need to be approved by the Board.

How would my practice actually join?

Participation involves the practice signing a formal agreement with UNC Health Alliance that is a commitment to collaboration and adherence with the policies and procedures of UNC Health Alliance.
